CBUAE Loan-to-Value (LTV) Regulations
For expatriates purchasing their first residential property under AED 5 million, CBUAE mandates a maximum 80% LTV (20% cash down payment). For properties above AED 5 million, the maximum LTV drops to 70% (30% down). UAE Nationals are permitted up to 85% LTV under AED 5 million. Off-plan purchases across all buyers are capped at 50% LTV.
Debt Burden Ratio (DBR 50%)
The Central Bank strictly enforces a Debt Burden Ratio (DBR) limit of 50%. Total monthly obligations across all credit facilities—including mortgages, car loans, personal finance, and 5% of total credit card limits—cannot exceed 50% of confirmed gross monthly income.
Interest Rate Stress Testing & Tenor
Mortgages are capped at a maximum duration of 25 years (up to age 65 for salaried expats, 70 for self-employed). Banks must stress test repayments by adding an interest buffer of 1.5% to 2.0% above the contract rate (pegged to EIBOR + margin).
Dubai Land Department (DLD) Transaction Fees
Buyers must budget approximately 6% to 7% for upfront transaction costs: 4% DLD transfer fee, AED 4,000 trustee office fee, 0.25% mortgage registration fee (+ AED 290), bank valuation fees, and 2% real estate broker commission.
