Portugal Mortgage Guide 2026: Euribor, IMT Exemptions, and Non-Habitual Residents

The Portuguese mortgage market (Crédito Habitação) is heavily geared toward variable rates tied to the Euribor, though mixed rates (fixed for 3-5 years) have surged. Recent government interventions, specifically the IMT and Stamp Duty exemptions for young first-time buyers, have drastically reduced closing costs. This guide details the strict DSTI limits and 2026 Portuguese lending rules.

Updated 2026-09-11 · Yes, but they are strictly capped by law. For variable rates, the maximum penalty is 0.5% of the repaid amount. For fixed rates, the maximum penalty is 2.0%. (Note: The government occasionally suspends the 0.5% penalty on variable rates during high-interest periods to aid families). · Fact-Checked Lending Norms

How Much Can You Borrow in Portugal?

Lending in Portugal is governed by strict macroprudential recommendations from the Banco de Portugal (BdP), limiting both Loan-to-Value (LTV) and Debt Service-to-Income (DSTI) ratios.

Loan-to-Value (LTV) Limits

Residents (Primary Residence / Habitação Própria Permanente): Maximum 90% LTV of the purchase price or the bank's appraisal value (whichever is lower). You need a 10% down payment.

Second Homes / Non-ResidentsMaximum 80% LTV. You need a 20% down payment.

Debt Service-to-Income (DSTI) Ratio (Taxa de Esforço)

Your total monthly debt repayments (new mortgage plus any existing personal/car loans) must not exceed 50% of your net monthly income.

Stress Test: Banks previously stressed rates by 3%. The BdP recently reduced this stress test: banks now test affordability assuming a 1.5% increase for loans over 10 years, and a 0.5% to 1.0% increase for shorter loans.

Use the affordability calculator to determine your maximum mortgage based on the 50% DSTI limit and stress test.

Portuguese Mortgage Types

Variable Rate (Taxa Variável): The interest rate is indexed to the 3, 6, or 12-month Euribor, plus a bank spread (Spread). E.g., Euribor 6M (3.0%) + Spread (0.75%) = 3.75%. Installments change when the Euribor period resets.

Fixed Rate (Taxa Fixa): The rate is locked for the entire term (up to 30 or 40 years). Provides ultimate security but is traditionally priced much higher than variable rates in Portugal.

Mixed Rate (Taxa Mista): The most popular choice in 2026. The rate is fixed for an initial period (1, 2, 3, 5, or 10 years), offering immediate security, and then reverts to a variable Euribor-linked rate for the remainder of the term.

Current Portuguese Mortgage Rates (2026)

Portuguese bank spreads are extremely competitive due to high liquidity:

Variable RateEuribor + Spread (0.60% to 0.85%)
Mixed Rate (3 to 5 years fixed)2.75% to 3.20% initial fixed period
Fixed Rate (30 years)3.20% to 3.80%

*Rates are illustrative averages as of September 2026. Look at the TAEG (APR) for the true cost, which includes mandatory life insurance.*

Closing Costs and Taxes

Closing costs in Portugal rely heavily on property taxes. However, massive changes in 2024/2025 benefit young buyers.

Taxes for Standard Buyers (Over 35 or Non-First-Time)

IMT (Property Transfer Tax): Progressive scale ranging from 0% to 8% based on the property value. For a €300,000 home, expect to pay around €12,000 to €15,000 in IMT.

Imposto de Selo (Stamp Duty on Purchase)0.8% of the purchase price.
Imposto de Selo (Stamp Duty on Mortgage)0.60% of the loan amount.
The Youth Exemption (Isenção de IMT e IS)

First-time buyers aged 35 or younger purchasing their primary residence up to €316,000 are 100% exempt from IMT and both Stamp Duties. This saves young buyers up to €15,000 in cash requirements. For properties between €316,000 and €633,000, partial exemptions apply.

Other Buyer Costs:

Notary and Registration (Casa Pronta)€700 to €1,200.
Bank Fees (Comissões bancárias)Appraisal (~€300) and File Opening (~€300 to €600).

Total Cash Needed: If you are young/exempt, you need 10% down + ~€1,500. If you are not exempt, you need 10% down + ~5% to 8% for taxes. Use the budget calculator for a precise IMT and cash-to-close calculation.

The Portuguese Mortgage Process

1. Get a NIF (Número de Identificação Fiscal) and open a Portuguese bank account.
2. Pre-Approval. The bank reviews your IRS (tax return), Recibos de Vencimento (payslips), and Mapa de Responsabilidades (credit report from BdP).
3. Promissory Contract (CPCV - Contrato de Promessa de Compra e Venda). You pay a 10% to 20% deposit (Sinal). If you default, you lose the deposit. If the seller defaults, they pay you double. Crucial: ensure a clause stating the contract is subject to mortgage approval, otherwise you lose your deposit if the bank rejects you.
4. Property Appraisal (Avaliação). The bank values the property. The 90% LTV is based on the lower of the purchase price or this appraisal.
5. Binding Offer (FINE). The bank issues the Ficha de Informação Normalizada Europeia. You have a mandatory 7-day reflection period.
6. Escritura (Final Deed). Signed at a notary or via Casa Pronta. The bank transfers funds, you pay the remaining taxes, and receive the keys.

Do I need Life Insurance?

Yes. 99% of Portuguese mortgages require mandatory Life Insurance (Seguro de Vida) covering the loan amount, plus Multi-risk Home Insurance (Seguro Multirriscos). You are not legally required to buy these from the mortgage bank, but doing so usually grants a massive discount on your Spread (e.g., reduces spread from 1.5% to 0.75%).

Are there early repayment penalties in Portugal?

Early repayment fees (Comissão de reembolso antecipado) are capped by Portuguese statutory law (Decreto-Lei n.º 74-A/2017). For variable-rate mortgages tied to Euribor, lenders can charge a maximum statutory penalty of 0.5% of the repaid capital. For fixed-rate mortgages, the statutory ceiling is 2.0% of the principal repaid. During periods of rapid macroeconomic rate tightening, the Portuguese government and Banco de Portugal have historically enacted temporary statutory waivers suspending the 0.5% variable penalty entirely to assist households.
