Banco de Portugal DTI Ceiling (Taxa de Esforço 50%)
Banco de Portugal limits the debt service-to-income ratio (DSTI / taxa de esforço) to a maximum of 50% of net monthly household income, evaluated with a simulated interest rate shock of 1.5 percentage points for variable rate contracts.
Loan-to-Value (LTV) Caps
Mortgages are capped at 90% LTV of the lower of acquisition price or bank appraisal value for primary residences (habitação própria permanente), 80% for secondary/investment residences, and 100% for bank-owned repossessed assets.
Age-Based Maximum Loan Maturity
To reduce systemic risk, Banco de Portugal sets maximum loan maturity by borrower age: up to 40 years for borrowers under 30; 37 years for ages 30 to 40; and 35 years for borrowers aged over 40.
IMT Exemption for Young Buyers
Property transfer tax (IMT) and Stamp Duty (Imposto de Selo) are fully exempt for first-time buyers aged 35 or younger purchasing their primary residence up to €316,000, saving thousands of euros in closing costs.
