Norway Mortgage Guide 2026: Utlånsforskriften and 5x Debt-to-Income

The Norwegian mortgage market (Boliglån) is governed by the strict Utlånsforskriften (Lending Regulation) issued by the Ministry of Finance. Norway has incredibly high homeownership rates, heavily subsidized by generous tax deductions, but buyers must navigate rigid income multipliers and high equity requirements. This guide explains the 2026 rules.

Updated 2026-09-11 · Boligsparing for Ungdom (BSU) is a highly subsidized savings account for adults under 34. You can save up to 27,500 NOK per year (up to 300,000 NOK lifetime) and receive a 10% direct tax deduction on the saved amount, plus exceptionally high deposit interest rates. It must be used for buying a home or paying off a mortgage. · Fact-Checked Lending Norms

How Much Can You Borrow in Norway?

Your borrowing capacity is constrained by three hard limits set by the Utlånsforskriften.

The 5x Debt-to-Income Limit (Gjeldsgrad)

Your total debt (mortgage, student loans, car loans, and credit card limits, even if unused) cannot exceed 5.0 times your gross annual income. If you earn 800,000 NOK, your absolute maximum total debt is 4,000,000 NOK.

The 85% Loan-to-Value Limit (LTV / Belåningsgrad)

You can borrow a maximum of 85% of the property value. You must provide a 15% Egenkapital (down payment).

Secondary Homes in Oslo: If you buy a secondary home in Oslo, the maximum LTV drops drastically to 60% (requiring a 40% down payment), a rule designed to curb speculation in the capital.

The 3% Affordability Stress Test

The bank must stress-test your finances. You must be able to service the loan (and maintain a normal standard of living) if interest rates increase by 3.0 percentage points above your actual rate (with a minimum floor of 7.0%).

Exceptions (Fleksibilitetskvote): Banks have a flexibility quota. They can breach these rules for 10% of their lending volume each quarter (or 8% in Oslo). This quota is highly competitive.

Use the affordability calculator to test your income against the 5.0x cap and the 3% stress rate.

Norwegian Mortgage Types

Variable Rate (Flytende Rente): Over 90% of Norwegian mortgages are variable. The rate fluctuates with the Norges Bank policy rate. By law, the bank must give you 6 weeks' notice before raising your rate.

Fixed Rate (Fastrente): Locked for 3, 5, or 10 years. Breaking a fixed rate early triggers an Underkurs (penalty) or Overkurs (payout), depending on whether current market rates are higher or lower than your fixed rate.

Current Norwegian Mortgage Rates (2026)

Following Norges Bank rate stabilization, average 2026 rates are:

Variable Rate (Flytende, 85% LTV)5.10% to 5.50%
Variable Rate (Green Mortgage, <70% LTV)4.80% to 5.20%

5-year Fixed (Fastrente): 4.70% to 5.00%

*Rates are illustrative averages as of September 2026. Union members (e.g., Tekna, LO, Akademikerne) get significant rate discounts.*

Closing Costs and Taxes

Closing costs in Norway are relatively low, consisting primarily of a documentary tax.

Dokumentavgift (Stamp Duty): 2.5% of the purchase price. However, this only applies to freehold properties (Selveier). If you buy a cooperative apartment (Borettslag), you pay 0% Dokumentavgift (only a nominal registration fee).

Tinglysingsgebyr (Registration Fee)~585 NOK for the deed, and ~585 NOK for the mortgage document.

Use the budget calculator to estimate your cash requirement, noting the massive difference between Selveier and Borettslag properties.

The 22% Tax Deduction (Rentefradrag)

Norway heavily subsidizes debt. You can deduct exactly 22% of all interest paid on your debts (mortgages, car loans, consumer loans) against your ordinary income tax.

If you pay 100,000 NOK in interest over the year, your tax bill is reduced by 22,000 NOK. This happens automatically, as banks report directly to the tax authority (Skatteetaten).

The Norwegian Mortgage Process Step by Step

1. Get a Finansieringsbevis (Pre-Approval). Valid for 3 to 6 months. Crucial for the fast-paced bidding wars.
2. Attend a Visning (Open House). You sign an attendance list to receive the prospectus and bidding alerts.
3. Bidding (Budrunde). Conducted via a secure app or SMS using BankID. Bids are legally binding immediately.
4. Sign the Contract (Kjøpekontrakt). You meet the real estate agent and seller to sign the paperwork. The agent acts for both parties in Norway; buyers do not use their own lawyers.
5. Overtakelse (Handover). You meet at the property, sign an electronic protocol, the bank transfers the funds, and you get the keys.

What is a Borettslag?

A housing cooperative. You don't own the physical apartment; you own a share in the cooperative that gives you the right to live there. Borettslag properties often have Fellesgjeld (shared debt) which you must add to the purchase price to calculate the total property value and your 5x debt limit. However, they are exempt from the 2.5% stamp duty.

What is the BSU scheme?

Boligsparing for Ungdom (BSU) is Norway's premier state-subsidized savings vehicle for residents aged 33 and younger. Under statutory tax rules, savers can deposit up to 27,500 NOK annually (up to a cumulative lifetime ceiling of 300,000 NOK) and receive a direct 10% tax credit (up to 2,750 NOK deducted directly from payable income tax), alongside premium interest rates from Norwegian savings banks. The accrued funds must strictly be applied toward the purchase of a permanent primary home or the amortization of an existing home loan.
