RBNZ Loan-to-Value (LVR) restrictions

The Reserve Bank of New Zealand restricts high-LVR lending. For owner-occupiers, a maximum of 20% of new lending can go to borrowers with less than a 20% deposit (LTV > 80%). For residential property investors, deposits of 30% or more are required.

Debt-to-Income (DTI) restrictions

RBNZ macroprudential limits cap total borrowing relative to gross household income: a DTI limit of 6× for owner-occupiers and 7× for property investors, with an allowable 20% bank flexibility quota.

Bank test interest rates (serviceability)

New Zealand banks assess loan applications using an internal test interest rate (typically between 7.5% and 8.5%), far above advertised fixed or floating mortgage rates. Borrowers must demonstrate sufficient uncommitted monthly cash flow under this stressed rate.
