The HCSF 35% debt-to-income ceiling

The Haut Conseil de Stabilité Financière (HCSF) mandates that total debt service payments (crédit immobilier plus consumer credit) must not exceed 35% of net household income (taux d'endettement assurance comprise). Banks can grant exceptions for up to 20% of residential lending, mainly for primary residences.

25-year maximum loan duration

Mortgages in France are capped at a maximum repayment term of 25 years (extended to 27 years for new-build off-plan VEFA acquisitions or properties requiring major renovations exceeding 25% of purchase value).

Mandatory assurance emprunteur

French lenders require comprehensive borrower insurance covering death, total and irreversible loss of autonomy (PTIA), and work incapacity (ITT). Under the Lemoine Law (Loi Lemoine), borrowers have the legal right to switch insurance providers at any time without fees.

Frais de notaire (ancillary purchase costs)

When buying real estate in France, notary fees and transfer duties (droits d'enregistrement) amount to approximately 7% to 8% for existing properties (ancien) and 2% to 3% for new builds (neuf). These costs are generally paid out of personal cash equity.
